1890 Institutions provide businesses with the assistance needed to
organize and operate efficiently and profitably.
The 1890 Institutions have some of the best agricultural science
and business education programs in the nation. USDA is building on
the strength of these programs to ensure that quality education
related to small business development is also available in these
communities.
Program Goals
Develop income-producing projects for under-developed rural
communities; Create self-sustaining, long-term economic
development in targeted areas of high unemployment through
partnerships with the Universities and community-based
organizations; Assist and guide these communities in becoming
self-sustainable.
How Does the Initiative Work?
Through cooperative agreements, 1890 institutions are able to
receive USDA Rural Development funding to establish economic
development programs for their neighboring communities.
Types of Assistance
1890 institutions can:
Sponsor business conferences and workshops;
Finance rural businesses;
Provide technical assistance to new and existing businesses,
including cooperatives;
Assist communities in leveraging other resources via state,
local, private, and/or public funding;
Assist businesses through the application process;
Offer courses in business development;
Provide computer labs where community members can have
access to other rural economic development sources on the
Internet;
Establish business incubator services.
Rural Development Assistance
In addition to providing funding, USDA Rural Development works
with 1890 institutions to assist in developing business plans and
loan packages. USDA Rural Development also provides community
leaders with counseling and direction on how to develop economic
stimulus programs for their communities.

(ARMS)
The Army's ARMS Ohio OH Government Jobs commercial/industrial businesses
the opportunity to establish business centers at eligible Army
production facilities. The ARMS "Asset Management" model proffers
mature infrastructure and services to businesses seeking
manufacturing, office, warehouse, and other industrial park
resources. The facility contractor (property manager) at the
participating Army site negotiates terms and conditions with these

Operating procedures
for the above-referenced programs are developed and
monitored through the issuance of regulations and other
administrative guidance to assure applicable laws and
policy guidance are being followed.
The delivery of programs is accomplished through three
National Office Divisions and a nationwide field staff
serving the 50 States, the Virgin Islands, Puerto Rico,
and Western Pacific Territories.
All USDA Rural Development mission area programs,
including Business Programs, are administered by Rural
Development
field staff.
In Fiscal Year 2003, a total of 623 loans and 703 grants
totalling $1,041,389,027 were disbursed. This resulted
in 87,615 jobs either being created or saved, and 11,904
businesses assisted in rural America.
FISCAL YEAR 2004
PROGRAM LEVELS
Business and Industry Guaranteed - $839.98 million
The Business and Industry (B&I) Guaranteed Loan Program helps
create jobs and stimulates rural economies by providing financial
backing for rural businesses. This program provides guarantees up
to 80 percent of a loan made by a commercial lender. Loan proceeds
may be used for working capital, machinery and equipment,
buildings and real estate, and certain types of debt refinancing.
The primary purpose is to create and maintain employment and
improve the economic climate in rural communities. This is
achieved by expanding the lending capability of private lenders in
rural areas, helping them make and service quality loans that
provide lasting community benefits. This program represents a true
private- public partnership.
B&I loan guarantees can be extended to loans made by recognized
commercial or other authorized lenders in rural areas (this
includes all areas other than cities of more than 50,000 people
and the contiguous and urbanized area of such cities or towns).
Generally, authorized lenders include Federal or State chartered
banks, credit unions, insurance companies, savings and loan
associations, Farm Credit Banks or other Farm Credit System
institutions with direct lending authority, a mortgage company
that is part of a bank holding company, and the National Rural
Utilities Finance Corporation. Other loan sources include eligible
Utilities Program electric and telecommunications borrowers and
other lenders approved by Business and Cooperative Programs who
have met the designated criteria.
Assistance under the B&I Guaranteed Loan Program is available to
virtually any legally organized entity, including a cooperative,
corporation, partnership, trust or other profit or nonprofit
entity, Indian tribe or Federally recognized tribal group,
municipality, county, or other political subdivision of a State.
Applicants need not have been denied credit elsewhere to apply for
this program.
The maximum aggregate B&I Guaranteed Loan(s) amount that can be
offered to any one borrower under this program is $25 million. A
maximum of 10 percent of program funding is available to
value-added cooperative organizations for loans above $25 million
to a maximum aggregate of $40 million.
The purpose of the Intermediary Relending Program (IRP) is to
finance business facilities and community development projects
in rural areas. This is achieved through loans made by the Rural
Development, Business and Cooperative Programs (BCP) to
intermediaries. Intermediaries re-lend funds to ultimate
recipients for business facilities or community development.
Intermediaries establish revolving loan funds so collections
from loans made to ultimate
recipients in excess of necessary
operating expenses and debt payments will be used for more loans
to ultimate recipients.
Who May Borrow?
Intermediaries may be private non-profit corporations, public
agencies, Indian groups, or cooperatives. Intermediaries must:
Have legal authority to carry out the proposed loan
purposes and to incur and repay the debt.
Have a record of successfully assisting rural business and
industry, normally including experience in making and
servicing commercial loans.
Provide adequate assurance of repayment.
Ultimate recipients may be private or public organizations or
individuals.
At least 51 percent of the owners or members of both
intermediaries and ultimate recipients must be United States
citizens or admitted for permanent residency. Both
intermediaries and ultimate recipients must be unable to
obtain the proposed loan elsewhere at reasonable rates and
terms.
How May Funds Be Used?
All of the IRP loan funds received by an intermediary must be
reloaned to ultimate recipients. Interest income and fees may
be used for administrative costs, technical assistance to
borrowers, or debt retirement. All collections from the
operation of the IRP revolving loan fund that are not used for
the above authorized expenses must be made available for
relending to eligible ultimate recipients.

Comprehensive areawide planning.
Loans by grantees when the rates, terms, and charges
for those loans are not reasonable or would be for
purposes not eligible under RBEG regulations.
Development of a proposal that may result in the
transfer of jobs or business activity from one area to
another. This provision does not prohibit establishment of
a new branch or subsidiary.
Development of a proposal which may result in an
increase of goods, materials, commodities, services, or
facilities in an area when there is not sufficient demand.

Rural Business Opportunity Grants
Purpose
The purpose is to promote sustainable economic
development in rural communities with exceptional needs.
This is accomplished by making grants to pay costs of
providing economic planning for rural communities,
technical assistance for rural businesses, or training
for rural entrepreneurs or economic development
officials.
Eligibility
To be eligible for a Rural Business Opportunity Grant (RBOG)
applicants must be a public body, nonprofit corporation,
Indian tribe, or cooperative with members that are
primarily rural residents. You must have significant
expertise in the activities you propose to carry out
with the grant funds and financial strength to ensure
you can accomplish the objectives of the proposed grant.
You must be able to show that the funding will result in
economic development of a rural area (which is defined
as any area other than a city or town that has a
population of greater than 50,000 inhabitants and the
urbanized area contiguous and adjacent to such a cities

program administration. Projects must provide for the maximum
feasible coordination of public transportation sources
assisted under this section with transportation services
assisted by other Federal sources, and must provide for the
maximum feasible participation of private operators. Fifteen
percent of the State's annual apportionment must be spent to
support rural intercity bus transportation, unless the
governor certifies that such needs are adequately met. Rural
Transit Assistance Program (RTAP) funds may be used for
technical assistance, training, research, and related support
services.
ELIGIBILITY REQUIREMENTS
Applicant Eligibility
Only designated State agencies may apply
directly to FTA for grants. Eligible sub-recipients may
include State agencies, local public bodies and agencies
thereof, nonprofit organizations, Indian tribes, and operators
of public transportation services, including intercity bus
service, in rural and small urban areas. Private for-profit
operators of transit or paratransit services may participate
in the program only through contracts with eligible
recipients. Private intercity bus operators may participate as
subrecipients or through contracts. Urbanized areas, as
defined by the Bureau of the Census, are not eligible.
Beneficiary Eligibility
The general public, both users and nonusers,
and private and public providers of public transportation in
nonurbanized areas.
Credentials/Documentation
The state agency must be designitated by the
Governor to adminster the program. Projects must be included
in the State Transportation Improvement Program (STIP)
appproved by FTA and FHWA. The state and subrecipients must
agree to the standard labor protection warrenty for the
program. Environmental assessments may be required.Compliance
with FTA's annual kist of Certifications and Assurances is
required. Eligible coast must be in accordance with OMB
Circular A-87. The state must submit a program of projects
listing all subrecipients and projects in accordance with FTA
Circular 9040.1E issued October 1, 1998. FTA annually issues a
Federal Register Notice of apportionments, allocations and
program information. For fiscal year 05, the publication date
was December 29, 2004. Prior year notices can be found on the
FTA website at www.fta.dot.gov or by contacting the
appropriate FTA regional office to obtain copies or
publication dates.
